Start with the contract fee and scope. Split the fee into phases like SD, DD, CD, and CA. Assign roles, hours, and rates so you can track labor and progress from day one.
Have the contract fee, scope, phase list, team roles, target hours, and consultant list. With those, your phase budgets write themselves.
